Photo Story 3 for Windows -- Error 28000.Generic custom action

I get this error " Error 28000.Generic custom action" when i try to install
Photo Story 3.

* I did Validation for my windows [Windows Genuine Advantage validation.]
* I Have all System Requirements for Photo Story 3
* I'm using Windows XP Professional SP2, Microsoft Windows Media Player 10

Someone have any idea WHY ???

okay, figured it out...has to do with permissions...make sure the program has
access to your documents folder- take off any restrictions you have set
temporarily.

I ended up getting past the Error 28000 too. And then I ended up with this one. "Error 1317. An error occurred while attempting to creat the directory C:\Documents and Settings\All Users\Documents\My Music." Why the program would be trying to create that when it already exists I have no idea. I'm confused. It so hard to get this program working.
