Outlook having trouble downloading attachments

My Outlook is stumbling while downloading attachments. It starts to download
the email with the attachment but stops, then starts again, then stops, then
starts again til finally it times out and I get the error message. The
attachment is about 2M and is not above the limit of my ISP. I can see the
file on the web based email server. Just have the problem of downloading it
to my Outlook. I do have a relatively large database of emails, both read
and unread, in various Outlook folders. Could that be a problem for Outlook?
Is it possible for Outlook to be "jammed" up. I'm using XP Pro w/ SP2 and
Outlook 2003.

Do you have a virus scanner installed which integrates itself with Outlook?
Uninstall this integration part of your virus scanner and try again; you'd
still be sufficiently protected by your on-access scanner part of the virus

Disable the superfluous e-mail scanning by your anti-virus program.
Then retest.

Some AV programs must be uninstalled and then a custom install used
which does NOT include the e-mail scanner to actually get it completely
out of the way and stop interferring with the e-mail traffic.

I forgot to mention in my original post that I did disable my virus scanning.
I use Norton Internet Security and I have the email/message scanning turned
off. If been using the email scanning for the last six months with no
problem until day before yesterday. I disabled it and Outlook still will not
download attachments. When I talked to Verizon tech support (my ISP) about
the problem, they blamed it on Outlook and said I should uninstall it and
reinstall Outlook. I thought that was a cop out.

Thanks for any other suggestions.

Disabling the scanning component still leaves the integration component in
Outlook which can cause issues like these. Usually you'll need to reinstall
the virus scanner suite and deselect the option to install the mail scanner
component.

Even if it has worked for you in the past, you're better off without it.

Yet tried running Outlook in its safe mode which does NOT load any
add-ons you installed into Outlook?

outlook.exe /safe
