outlook 2003 on windows server 2003 send-receive starts windows installer

Hello,

i have installed office 2003 on a windows server web 2003 edition. Now, if a
normal or power user member ist starting outlook and doing sending or
receiving emails the windows installer pops up telling that office 2003 is
being configured.
After about 30 seconds the installer quits and the mails are sent and
received. The event log tells that the installer has successfully completed
setting up office 2003.

This problem occurs both with pop3/smtp and exchange accounts.

As it seems to be an ordinary user-right problem i hope that some admin can
help me.

But it is really interesting that power users also suffer of this problem.

I have found out the following:

The problem is related to the "Outlook 2003 Junk E-mail Filter update:
October 2005" filed as KB906173. With Office 2003 and SP2 installed only,
everything works fine. After applying this patch, some Outlook functions
lead to the start of windows installer (and configuring office) and/or to
let Outlook "stop responding".

Does anyone have more information about this ?
