KB906173 Junk-Email Filter Update Problem

With the patch installed, normal users and power users on a windows 2003
server experience big problems with Outlook 2003:

The send/receive e-mails via pop3/smtp or Exchange and saving appointments
lead to run the windows installer, which is 'configuring' office.
E.G. if you receive 10 E-mails, the windows installer will launch 10 times
and it will take ages to complete. Sometimes the whole outlookt hangs and
must be closed manually.

I had a look with filemon on Outlook and coud find out, that the problem has
to do with the following files:

C:\Program Files\Microsoft Office\OFFICE11\OUTLFLTR.DAT
C:\Program Files\Microsoft Office\OFFICE11\OUTLFLTR.DLL

Administrators have no problem using Outlook on the machine.

When KB906173 removed, outlook works fine again.

Any help is appreciated !

If the patch is installed by an administrator, do things then work for
everyone else?

No, the patch was always installed by the Administrator. The installation
itself completed successfully.

I am experiencing a similar problem.

Outlook 2003, SP2, Windows 2003 Sp1.

The junk email filter only works for Admin users, and not normal users. I
have re-installed office, and still have the problem. (I did not try it
without SP2)

I would be very grateful for any assistance.

I have today upgraded to Junk-Email Filter KB905648 and experiencing the
same problem :(

Please, any help is appreciated!!!

With the older Junk Email Filter KB895658 applied i have no problem running
Outlook.

It seems to be a bug brought in with KB906173 and all following Filter
updates.

Please MS, have a look at this.
