"Operation cancelled-restrictions on this computer" How to fix?

In Outlook: I receive the following error message when trying to click on a
link to a website:

"This operation has been cancelled due to restrictions in effecton this
computer.
Please contact your system administratior"

How can I eliminate this message and be able to open links?

Try
From Internet Explorer's Tools menu, click Internet Options, Programs tab,
click Reset Web Settings. Clear the Also clear the reset my home page check
box. Restart the computer.
