operation cancelled due to restrictions on this computer

I'm using outlook 2003. I have just started getting this message; Operation
cancelled due to restrictions in effect on this computer when trying to
action a hyperlink in an email. I have not changed anything - i am the only
user - it just appeared. It also asks to contact the systems administrator.
This has never happened before - it happened just after i installed IE8.

Can anyone help?

This happens when there is no default browser (properly) registered in
Windows. Use Control Panel-> Default Programs (Vista) or Set Program Access
and Defaults (XP) to reassign a default Internet browser and try again.
