Odd, odd problem

Ok, XPSP2 here, Athlon2400, 1GB memory, all the hardware checks out.

Two problems:

1. About a week ago, my computer started having a strange issue where
the CPU would peg at 100% on a program launch and drag the machine to a
halt. Once the program was up and running, everything was back to
normal. Keep in mind that this is NOT just a "slow computer" - it was
brand-new behavior that started for no reason I could discern (I didn't
make any hardware or software changes before the problem cropped up).
I've run a couple of antivirus programs and adware cleaners and they've
found nothing. I've used utilities from sysinternals.com to look at
what's going on and I can't see anything strange. But this is
history...

2. A couple of days ago, the problem mutated. Now, I'm having
problems simply launching applications. If I attempt to launch an
application, it will show up in Task Manager (but not in the UI), but
will almost always stop loading at ~5MB in memory (usually from about
4.7 to 5.7MB). Every once in a while, the program will start without a
hitch, but it's rare. The one somewhat (but not entirely) consistent
thing I've been able to find is that if I kill another program, I can
then start the program I was trying to start (again, I have 1GB of RAM
in this machine and plenty free, so it's not a memory problem).
Additionally, I can "run as" and successfully start a program using
another account, though this is obviously not an ideal solution.
Finally, I've tried everything from logging in under a clean account to
killing off all but system processes, and the issue still crops up. I
can't say that this problem is tied to the launch-lock problem
described in (1) above, but it would be a coincidence if it was
entirely separate.

This is a strange problem, because the .exe files are obviously still
executing (I've tried the .exe reg patch), but they're getting hung up
on launch.

Appreciate any guidance.

You don't happen to use Panda anti-virus do you?

Regardless, reboot then disable your real-time virus scanner and try
launching your problem applications. I have seen this problem once before,
but it was not persistent.

I don't. I've tried rebooting with all AV (and personal firewalls,
etc.) uninstalled. No dice.

I thought it might be Kerio Personal Firewall's malware execution thing
(sorry, not looking at the computer right now, but apparently Kerio
"checks out" executables before they run), but I uninstalled KPF and
the problem persisted.

I've fixed more computer problems from the simple to the truly complex,
but this one has be befuddled. :)

You need to run several different spyware checkers. Not everyone finds
everything! There are even some spyware checkers that are spyware
themselves (ie." eAcceleration).

Use:

AD Aware SE
Spybot: Search and Destroy
CWShredder
Microsoft AntiSpyware Beta

CA Pest Patrol
Webroot Spy Sweeprer -- These last two you need to buy!

For some strange reason, I had my pagefile set at 768MB rather than
system managed. I thought that might be the issue (though, good god,
768MB should be plenty), so I set it back to system-managed *after* the
problem arose.

As far as I can tell, it didn't make a difference (though my pagefile
is now 1.5GB, which seems excessive to me).

No mapped drives.

I thought it might be some weird network issue, but now I'm not so
sure. There's no CPU activity, no drive activity, nothing (other than
whatever else is going on at the time), after the app gets to ~5MB in
memory. It just stops loading.

I can load Notepad, PSPad, and Thunderbird consistently. MS Word has
come up every time I've tried. Firefox, anything with an installer,
Opera, IE, iTunes, 7-zip, BeyondTV (PVR app), ObjectDock, and mmc.exe
(for example; this is just a short list of what I've tried) all fail
consistently.
