No Desktop Icons

I have a Windows 2000 Server SP2 and running FTP and Terminal services. It
is giving me several problems. Periodically upon reboot, the setting's and
net connections load, it accepts user id and password and then the display
turns just to the blank wallpaper of the user logging in - no desktop.
Ctl/Alt/Dlt does not bring up task manager either. Yet sometimes I can go in
through remote desktop via terminal services - login as the other user
(there is just admin and 1 other user account on this) and there will be a
desktop - but not at the console. Also there have also been times where BOTH
account logins will not load a desktop and NEITHER are visible via remote
desktop connection..thus I can't do anything with the server.

Another thing is, sometimes when I attempt to shut down the server it simply
will not shut down. All apps are closed but it will not shut down and I have
to power off to get it to shut down.

I have done a return to last known config as well as renamed Shdocvw.dll to
Shdocvw.old w/ no avail.
