Windows XP Home. msmsgs.exe

I understand this is part of Windows Messenger. However,
why is it that when I close it in task manager, when I end
the process, why does it reappear minutes later even
though I have not used any messenger service? I went to
tools and preferencs in Windows messenger and asked it not
to start when I start windows, but there it is in the task
manager!

Do you have Norton Antivirus 2003 installed? Norton added a new "instant messaging scanning"
feature to Norton Antivirus 2003, which can conflict with Messenger and cause some of this
behavior. To stop it, open Norton Antivirus (Right-click on the Norton Antivirus icon in the
System Tray/Notification Area (by the clock), choose 'Open Norton Antivirus'), click Options,
then Instant Messenger then uncheck MSN Instant Messenger and click OK.

We use Norton AV 8 and it doesn't have any Instant
Messaging or MSN options.
I've uninstalled the Instant Messenger app, but it comes
back.
One reason is that Instant Messenger is now threaded into
nearly everything! It's in Outlook (go to
Tools/Options/disabled IM in Outlook), it's in Internet
Explorer, it's in .NET, it's in conferencing,... It's a
disease.

I need the cure to turn off the popup nags without
breaking the abiltiy for .Net Passports to function. Even
people who already have a Passport account (and don't need
to set up another) are getting nagged incessantly to
create a new one. When they do, it says they can't because
the name is already in use. What a bunch of hassle! MS
doesn't give you the option to just say, "not interested"
or, "already got one, shut up - forever".

How do you delete it? I can end the process, but I don't
know how to delete it. Please instruct me how to do this,
