msimn.exe -Application Error

I am running Windows 2000 professional, on my Toshiba Laptop. From last week onwards I was having some problem with my IE browser. yesterday I try to uninstal IE, through Control panel/add remove program. after I ran this. I try to add IE through the Control Panel, and when I click on the add remove icone I am getting a " msimn.exe - Application error' Message saying " The instruction at " 0x1a40b4be" referenced memory at "0x70034a0". The memory could not be "read". Then I try to install IE from the CD and It will go through the setup, and finish. When I click on the IE icone it says program not find. How can I re install IE to this lap top. What is this " msimn.exe -Application error" Could somone help me with this please.

msimn.exe is Outlook Express. OE and IE share the same
internet connection settings.
