MS Office Outlook has not been installed for the current use..

Hello,

I am getting "Microsoft Outlook has not been installed for the current
user. Please run setup to install the application." error.

The computer has Windows XP Pro With SP2. The account does not have
administrative rights, and it does not work when the rights are given, but
the
local user it works.
After you click Ok, it just opens Outlook without user's profile.

I have tried reinstall Outlook 2003.
I did it twice with the same result.
Can anyone help me with the solution to this problem, please?
