MS fix for ATI tv but no download link

Installed TV Wonder Pro in Dell w/ P4 3.0 GHz HT. TV hangs as described in Microsoft Knowledge Base Article - 817589, which has a fix. How can I get this without paying MS in some support service plan?

RESOLUTION
A supported fix is now available from Microsoft, but it is only intended to
correct the problem described in this article. Only apply it to systems that
are experiencing this specific problem. This fix may receive additional
testing. Therefore, if you are not severely affected by this problem,
Microsoft recommends that you wait for the next Windows XP service pack that

The original poster goes through the support route and will probably not be
charged.
It that not clear by the note in the article ???
These patches are only available via PSS for a number of reasons that have
been discussed in these groups a number of times.
