Mouse Freezes After RESTART

I'm writing this on behalf of my brother. It seems that every time he uses the
RESTART feature, then it reboots, the mouse is ALWAYS frozen in the
middle of the screen. He says it has ALWAYS done this, to the point where he
has never been able to use RESTART. He has to SHUT DOWN, and then
manually restart. Why is this? I suggested he download the latest Microsoft
Mouse Driver Update, and that did not work.
He is running XP, with 512MB RAM, and Pentium 4.
I would like him to be able to use his RESTART feature.
Any suggestions or solutions would be helpful.

Is he using a USB or PS/2 mouse? That is, to which port is it
connected? Try PS/2.
