modify favorite folder in Office 2003

I use Office 2003 on Windows XO OS. I have tried to modify my "Favorite
folder" to include more than "Follow-up", "Sent Items" and "Inbox". Each
time I drag new shortcuts to the folder (i.e. Outbox, drafts, etc), or if I
right click and select "Add to Favorites" it works, until I exit Outlook,
then it resets itself to "defaulat setting" how do I move once, or modify
favroites folder?

find and delete the xml file it uses and make sure outlook is closing
completely in Task Manager. If there is a FAV file in the folder with the
xml, delete it also.
