Missing Control Panel

The Control Panel in one of my User configs( administrator) is not
available. It happened when I was Repairing icons in Tweakui.
Control Panel and Tweakui is available in another but it has no effect.
Is there any program around to return the settings to the default settings?

Create a REG file from the below and import it to re-enable the viewing of the Control
panel.

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
"NoDispCPL"=-

That didn't work but I went to:
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explor
er"
and deleted the line "NoControlPanel".
My Quick Launch and Help is also missing. Would I regain them by deleting
the lines:
"NoSMHelp" and "NoWinKeys" ?

Are they set to; 00000001 or 00000000 ?

If they are set to 00000001 then either set it to 00000000 or delete the item.

I don't know what "NoSMHelp" and "NoWinKeys" do.
