Lost Control Panel

I have no idea how it happened but now when I go to START--
SETTINGS-- the CONTROL PANEL listing is not there. Even
when I right click on MY COMPUTER on the desktop and click
on PROPERTIES, I get an error message. I get a screen
that tells me "This operation has been cancelled do to
restrictions in effect on this computer. Please contact
your system administer". I AM the administrator !

I have no viruses on the computer. How do I get back so I
can do things in the control panel ??

Use the Group policy editor
%windir%\system32\gpedit.msc
User Config\Admin Templates\Control Panel
"Prohibit access to the Control Panel" and set it back to "Not Configured"
(usually spyware/ junkware that sets this)

Dave:

started the suggested user config as you suggested and ALL
of the listings were already set to "NOT CONFIGURED". Is
there any way that this can be re-set, even though it
already show as not configured. Still not able to get to
the control panel in START--SETTINGS or right clicking MY
COMPUTER and clicking PROPERTIES.

Another way;
Run regedit.exe and navigate to;
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer
and delete the REG_DWORD
"NoControlPanel"

Went to "REGEDIT" and followed advice to find the DWORD
for the control panel and there was not such listing.
HOWEVER---I ran the first suggestion you had again and set
the control panel listing to "ENABLED" meaning that it
would not allow opening it. Then rebooted and sure enough
I still couldn't get to the control panel any way. Then I
went back and re-set the listing to "NOT CONFIGURED" again
and again re-booted. This time (I don't know why) but now
I have the control panel back in the Start--Settings
listings and also I can get to it going through My
Computer and Properties. I wish I knew what caused all
this !! Thanks so very much Dave for all your help. Kudos
