Control panel does not appear on the start menu. When I click on cameras
and scanners it appears under other places. When I click on control panel I
get the following message. " This operation has been cancelled due to
restrictions in effect on this computer. Contact your system administrator."
But I am the only one who uses this home computer.

Your settings were changed by a spyware.. they can change the settings that
usually only an administrator or user of the administrators group can do...
you need to run an antispyware application; Adaware, Spybot, Spyware
Terminator, CWShredder, or HijackThis as last resort. If you have the
Professional Edition you can also open the Group Editor to reset the user
policies to default. See the instructions on my last response.

Right click on Start button and select Properties, Customise, Advanced.
Check Display Control Panel as Link

If you select Ctrl+Alt+Delete does Task Manager load? If you select
Start, All Programmes, Accessories, System Tools does the Menu of Tools
appear?

What are your anti-virus and anti-spyware arrangements?

What version of Windows XP do you have? Are you regularly updating it?
