Microsoft Money Express 2003

One day I attempted to run Microsoft Money Express 2003.
I had to run the Windows Installer to start the program.
I was unable to run the program and now I have the
following message that will not go away:

"Setup needs to close Microsoft Money Express 2003 and is
unable to do so. Please close Microsoft Money Express
2003 and click Retry. If you're not sure how to close
Microsoft Money Express 2003, consult Help"

I consulted "Help" and found no information regarding
this problem.

The Windows Installer will not close and it acts as if it
is still trying to install Microsoft Money Express 2003.
I cannot delete Microsoft Money Express 2003 or re-
install it in order to try and close the program.

Does anyone know how to fix this problem? Your assistance
would be greatly appreciated.
