Making Outlook Express the Default Mail Handler

Having followed the prompts:
Control panel
Internet Options
Programs, etc, etc.
Apply
OK

I have tried to make Outlook Express the Default Mail
Handler. However, each time I run Outlook Express, I
check and see that 'This application is not the default
mail handler'. (The 'Make Default' button won't do it
either.)

Any advice?
