loss of 'Help and Support' Function in Windows XP

Hi - I'm running Windows XP Pro and have somehow lost the ability to use the
'Help and Support' function from the Start menu. When I click on it, the
cursor goes to the hourglass and back to the pointer twice. And then nothing.

I've found the 'Services' function under Admin Tools in Control Panel.
Status is blank and Startup type is Automatic. This is, I understand, as it
should be.

When I search for the helpctr.exe file, it does not exist. Under Application
Data, the file 'Help' does exist, but nothing in it. Same for HelpCtr folder.

I have not deleted it! Any idea what has happened and how I can reinstall
it? Windows XP SP1 was installed on my machine and I've since upgraded online
a number of times. Going back to the manufacturer recovery disk would involve
about a day of redownloading which I would like to avoid.

Can anyone help?
