Help and support wont open

When I click on the start button and then help and support the hourglass
flashes on and off next to the pointer for a quick second and then thats it,
nothing else happens. Help and support never opens. The same thing happens
if I go to C:\WINDOWS\PCHealth\HelpCtr\Binaries and double-click HelpCtr.exe.
