Locked out of control panel

Hi.

Whenever I click on any of the icons in my Control Panel an error msg appears reading 'Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item'. What's happening here?

You need to be logged in as administrator to do anything
from the control panel.

Logged onto a domain at the time? If so, asked your domain admin if maybe
they have set policies that forbid users from monkeying with the setup using
the .cpl programs (i.e., Control Panel)?
