Latest version of Windows Installer

Where do I get the latest vs. of Windows Installer. I am
running Windows XP with all updates (I thought).
IE 6 (all updates)
But when I attempt to install a latest updates for Word I
get the following error msg. "Set Up Error Requires the
latest vs of windows installer to be present on system
before running set up." I click ignore and get the
following message...."Error 1321 Installer has
insufficient privilages to modify this file
D:\PFiles\MSOffice\Office\WinWord.exe "

Help in finding the latest Windows Installer for XP

Windows Installer should be part of the XP installation (unless you have
removed something manually).

Are you sure you are in Admin rights mode when you try and install.
