Windows installer - AGAIN!

Hi

There are numerous windows installer questions on here. Many refer the
person answering the question to: http://support.microsoft.com/?id=319624 -
which incidentally explicitly states the problem saying "Windows installer
could not be accessed" does not occur in XP.

Yes it does! It is listed as stopped in the services.msc but when I try to
restart it, I am told the service was started and then stopped.

All the other given solutions don't seem to work either. I have tried to
install the latest version of windows installer but still get the same error
message. Any help would be greatly appreciated.

I am having the same problem. I've tried the solutions given in article
315346 but continue to have the same problem. In another string of posts, I
did see instructions to unregister a file but I don't know exactly how to
type in the file. Start Run regsvr32 /u file name (How do I put in the file
name?) msiexec.exe? or what would it be? Any help would be appreciated.
