INTERNET SHORTCUT link deleted - RESTORE?

WINDOWS VISTA. I deleted a programme in error and the result has been that
the desktop icon for explorer 7 has disappeared and the internet link
associated with the START panel doesn't link but he green globe has remained
there. Explorer 7 is now not listed now under the programmes installed.
I saved a favourite explorer page which is how I have accessed the internet.
The quick launch option doesn't have explorer available now and only shows
QUICK TIME PLAYER.
HOW CAN I RESTORE BOTH THE EXPLORE ICON AND SHORTCUT LINK FOR THE START
PANEL WITH GREEN GLOBE?

Navigate to Program Files>Internet Explorer. Right click iexplore.exe,
select send to, select desktop. You can then drag the desktop icon to the
Quick Launch bar and to the start menu.

Run this attached .reg file. Then refresh your desktop.
