Internet Options will not open.

I can't open Internet Options from the shortcut on my desktop or from the
control panel. Does anyone know why this is happening or how to fix it?

Any error messages or other activity when you try?

What version of Internet Explorer?

Does it work from Tools > Internet Options in IE's menu?

What is your anti-virus and anti-malware protection? Have you updated them
and run full scans?

Try this, from a command prompt box:

sfc /scannow
