Internet Options Restricted

When I try to go to Tools/Internet Options, I get a
message box that says
"Restriction" (in the upper left corner) and "This
operation has been cancelled due to restrictions in
effect on this computer. Contact your system
administrator."
I am the administrator. I have checked in User Accounts
and confirmed that my user is set up with administrator
priveliges. I have two users, one for my wife and hers
also has administrator priveleges.
The other user has no problem in IE accessing
Tools/Internet Options.

I had this problem before, and got it fixed. Go to the
Knowledge base, enter the exact message in the search
field, make sure to set the search as Exact Phrase, then
you will find the cure. It is a wierd problem, so I
don't remember the exact remedy...I think I had to edit
the registry. But you will find it searching the
Knowledge Base
