Tools/Internet Options Not Available

I *am* the administrator of my machine. I never logged on
with any other user name.
Apparently after SP2 install I can no longer access the
Tools/Internet Options from IE6. I can get to the
Internet properties and make any changes I want by right
clicking on the IE icon and selecting properties.

The error popup window says this:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator

What is going on, and how can I fix this?

This is not caused by any Microsoft update, your IE is most likely
hijacked (or if you have SpyBot Search and Destroy installed, it can
have locked it)...

I do use Spybot Search and Destroy and so I think this is what locked
it. I can get there through the properites against the ICON, but I'll
check this out.
