Internet Explorer-blocked from Internet Options

Suddenly I find that if I go to Tools, Internet Options
in IE, I get the message:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

No error message number, the title bar says: Restrictions.

I am logged on as Administrator. Looked at all Policies,
can't see any which would cause this.

Any ideas?
