Internet freezes system processes!

Hi everybody, here's a puzzler for you!

After installing a new motherboard, processor, and memory
chip my PC is doing very strange things. When ever I
connect to the internet (Dial-up 56K), I am unable to
start any new processes. Whether it be launching a new
program, writing a new e-mail, or sometimes, changing web-
sites. I can't even get the Task Manager up!

The programs that are running before I connect continue
fine and the Windows interface itself shows no signs of
freezing (i.e., start menu, alt-tabbing). The minute I
disconnect everything I've been waiting for launches!
Sometimes, if I wait long enough the programs will run
without problems. But more commonly, not.

I thought this could be a virus at work - but I've
thoroughly scanned and nothing.

Any ideas? It's VERY annoying!

Ben, whenever you make a upgrade like that the first question is did you do
a clean install of WinXP and do you have all
of the new XP drivers installed?

Yes it was a clean install, and as far as I'm aware I
have all the latest drivers.
