CPU choking on system processes

When I launch Internet Explorer (iexplore.exe), Outlook
(Outlook.exe) or Windows Explorer (explorer.exe) the
system Process window in the Task Manager shows 92-98% cpu
usage for each for about 2 minutes. Also, Winlogon.exe
will do the same (fairly often and without warning)
usually when I start Internet Explorer or Windows
Explorer. The computer runs very slowly while these
processes are tying up resources.

This problem existed prior to a hard drive swap and XP
Professional reload. I have since installed a new hard
drive, reformatted the old drive (left it as a back up),
and reloaded XP Pro and it still acts as it did before.
It all started when (on the old drive) I installed an
Office/Internet keyboard from Micro Systems. I have not
installed this on the new system.

I'm running an AMD Athlon 1,600+ with 512 ram. I have no
idea why this is happening, especially after the hard
drive install and OS reload.
