Internet Explorer - red 'X' on pictures when visiting web sites

I am having a problem with Internet explorer version 6.0.
When viewing many web sites all of the pictures and
buttons have a red x in them and do not show up. I have
narrowed the problem down to an issue with the Encoding
function in the view tab. If I manually change the
encoding (for example from ISO to windows) the pictures
appear. However once I go to another web site the
encoding reverts back to ISO and the red 'x's reappear. I
have auto select selected but IE does not seem to want to
toggle to the right setting. I have to manually change the
encosding setting again to view the pictures. Any
suggestions as to how to fix this problem is appreciated.
