Internet and Windows Explorer don't work

Hello

I can't get my Internet Explorer or Windows Explorer
to work. I get a window that says "Windows has encountered
a problem and has to close. Send To Microsoft or Don't
Send" every time I try to launch one of these programs.

I have seen several posts on this same issue and
non of the suggestions have worked so far. I am currently
using netscape because I can't launch Internet Explorer.
I have to get to all my folders through a DOS prompt
because my Windows Explorer doesn't work either. I have
tried doing a windows update, downloaded IE 6.0, I have
started up in safe mode, I have done a sfc /scannow as
someone told Christine to do in the basic newsgroup. I
upgraded my Nortons AntiVirus software and ran a full
scan, and nothing was found. I also did the following:

Re-install IE - Go to Start/Run, and type :
"rundll32.exe setupapi,InstallHinfSection DefaultInstall
132 %windir%\inf\ie.inf"

Enable Reinstallation of Internet Explorer (Line 114)
