Intellimouse Does Not Load in WindowsXP Safemode

I have been advised that Microsoft's Intellimouse does not load in safe mode
in WindowsXP. Also, I have been advised that I should replace my
Intellimouse with a PS/2 mouse if I wish to have the mouse loaded while in
safe mode.

Can anyone explain the reason why the Intellimouse does not, or cannot, load
in WindowsXP safe mode?

XP will only load a standard set of default drivers. These are very limited
and will only give bare minimum support for VGA, hard drives/floppies,
CD-Roms (DVD drives treated as CD Roms). The network drivers and modem
drivers may not be load.

This is done to diagnose Windows XP problems, be them software or hardware.
