iexplorer will not launch.Error

After installing high speed on my computer,I notice my
connection would fail after a while.I realize there is
probably a program conflicting with it so i would do a
Selective Startup and things would be alright for a while.
But now iexplorer will not open and the error message
is "Internet Explorer has encountered a problem and needs
to close." This happens before the browser opens.
ModName: iefeatsl.dll (this one is not in the Knowledge
Base).
