IE6 SP1 - error opening pages via Javascript Functions

The problem is described in Microsoft Knowledge Base
Article 827667 which suggests installing the cumulative
security update doucmented in MS03-048 (824145).
However:
Trying to install the update fails and returns the
following message "This update requires IE 6.0 SP1 to be
installed."
Trying to install SP1 fails and returns with the
message "This update requires IE 6.0 to be installed."

I AM running IE 6.00.2800.1106!!!!

This problem occurs on Windows XP Professional and
Windows XP home.
Any suggestions to solve this issue are greately
appreciated!

Determining Which Version of Internet Explorer You Are Using
All versions of Internet Explorer 5 that are customized with Microsoft
Internet Explorer Administration Kit (IEAK) include one of the following
strings after the version number when you click About on the Help menu:
IC = Internet Content Provider
IS = Internet Service Provider
CO = Corporate Administrator
