IE6 hangs while loading web pages or downloading

Running IE 6.00.2800.1106 on Windows 2000.

When I try to browse, the web pages load about half of the data and then hang.
The progress bar is about 50% when it hangs. I then press "refresh" and it
usually load it all. Downloads do not complete either.

I tried emptying the IE6 cache, but it didn't help.

Any idea what is going on? I only have 163 Meg of RAM. Is this a problem?

163 Meg is adequate but near the minimum of What Windows 2000 operating
system needs. If you unload other programs, then loading will be slow.
More RAM would help.

Deleting items from your startup menu will also help, so that you do not
many programs running in the background.
