IE opens blank page when linking to a site via email

For the past few months IE it seems as though Outlook and
another email client are not passing the URL info to IE
when I click on a link contained in an email. IE opens
when a URL link is clicked, but opens to a blank screen.

I just noticed it again when I clicked on a link in the
Weather Channel's Desktop Weather, which opens IE to
display a 10 day forcast. Therefore, I know it's not an
Outlook or email client problem in general.

I'm assuming I have something set wrong in IE, or
something has been corrupted. Anyone have an idea how to
correct this?
