IE automatically connects w/o prompt

When I start up IE, my dial-up connection automatically
dials my ISP. I don't want it to do this. I want it to
prompt me for the password to connect to the internet.
Currently, under Tools -> Internet Options, in
the 'connections' tab, I have it set to "Never Dial a
Connection," but it seems to be ignoring this. Anybody
have a clue what's going on here?

One thing you can try is to change is to "always dial my default
connection". Apply\okay your way out. (FWIW, this setting doesn't dial
when you start IE, just when you initiate contact with a website.)
Close IE.

Open it again. You might even try out the setting, but the main goal
here is to see whether you can then change to the desired setting of
"never dial" and have it behave in the desired way. When you make the
change, again, be sure both to apply and okay.

(If you want to be prompted for your password, why not just omit it?)
