IE has "confused" network connections after XP Service Pack 2 Upgr

My machine had a Dial-Up connection profile prior to a Broadband Cable
connection being put in.

After installation of XP Service Pack 2, Internet Explorer fails to
correctly connect to the internet. Outlook Express works fine in
sending/receiving mail, and running an "ipconfig/all" from a command prompt
has all the correct ISP settings. I can also ping sites like
proxy.iprimus.com.au and www.bigpond.com.au.

I noticed when starting up Internet Explorer the title bar has the old dial
up profile as though it is trying to connect via the old dial up
connection/profile.

From IE, I checked Tools/Internet Options and the Connections Tab. I
checked that the "never dial a connection" was checked.

Does anyone know why IE is trying to access via the old dial up connection?
How can I reconfigure IE to bind to the network connection that is live and
working to my broadband cable?

Select Never dial a connection.

Back to Tools | Internet Options | Connections
Click LAN Settings and change the setting for "Use a proxy ...". I.e., if
it is checked uncheck it and if it is unchecked check it.

I, too, have posted a couple of times on this issue over the past several
months to no avail.

The fact is that for some time--maybe since SP2, I don't know--the
connections settings in IE simply will not hold "Never dial a connection" no
matter what you do with the proxy settings or anything else, and the "dial a
connection" box keeps popping up anytime the network connection to the
Internet is slow to connect, say, over a half second. I understand that
there is some work around by turning one of the Services off, but then when
you want to use dial-up for some reason, say, if the cable Internet is out,
it won't work.

No, it isn't a fatal flaw, but it is annoying, and I don't know why
Microsoft can't address it.
