IE 6.0 128 Bit - Users Cannot View Secure Web Pages

I have a user who is running Windows XP with IE 6.0 128
Bit and she is unable to view any secure web pages without
me granting her Administrative rights. She is a member of
the power users group, however this still does not allow
enough access. I have already restore the default browser
setting, deleted the temporary files and cookies. Here
Java security is set to medium. Any ideas? Thanks
