When you create a new mail profile (changing PCs will certainly do this),
you destroy the data Outlook uses to remember which messages have been
downloaded in the past. There are several ways to deal with this. One is
to simply let Outlook download everything one last time and from then on it
should remember (it won't remember if you interrupt the downloading before
it's finished). You can get a duplicate eliminator (see
http://www.slipstick.com/addins/mail_duplicates.asp) to remove the
duplicates. ANother is to create another PST, make it your delivery
location, allow Outlook to download all messages again, then switch the
delivery location back to the original PST, closing the new one with the
dupes and deleting it later after closing Outlook.

If you do allow Outlook to download all the old mail and it doesn't
remember, downloading it all again each time, then your mail profile is
damages and you'll need to start with a new one..
