Right-click a blank space on the toolbar area and check Formatting. Of
course, that presumes you're composing in a message format that allows
formatting (ie., HTML or Rich Text).

Regarding your question, "What editor?", may be I don't understand.
Under tools,Options, Mail format, I am using Rich text to Compose. The two
boxes below that are not checked (Use Microsoft Office Word 2003 to edit/read
....).

That means you're using the built-in Outlook editor, so on a new message
window, you should be able to right-click an empty area near the Standard
toolbar and see "Formatting" (or by clicking Toolbars under View, as you
describe), unless you;re using an Outlook version with which I'm unfamiliar.
I don't see where you mentioned the version.
