Cannot access format commands when composing new message.

When I compose a new message using Microsoft Outlook the Formatting Toolbar
commands appears dimmed. I can not access the commands. However, when I
click Tools > Cutomize to bring up the custumize box the format commands on
the toolbar are no longer dim. As soon as I close the the customize box, the
format commands once again become dim. Can someone help me? Thank you.

The formatting bar will be dimmed if you're composing a Plain Text email. Is
that the issue with you?

Yes. I am in Plain Text. How do I change my text so that my formatting bar
is accessible?

You have to create a message in HTML format in order to use formatting
in the message.
