How to get rid of an unwanted file

A folder has been downloaded without my permission into my programme files. I now have sufficient security measures to stop this happening again but I want to delete the folder. IEsearchbar.dll was downloaded and I cannot delete it - it says Access is denied make sure disk is not full or write protected and that the file is not currently in use. I am the system administrator but don't know how to get around this problem.

Did you go to the file's PROPERTIES and uncheck the boxes
(ie. "read only" and "archive") before attempting to
delete? If you want to reach me, e-mail me directly, as I
do not check the board...
