How do I get my email to come directly to MS Outlook?

Help! I know next to nothing about computer terms (What is a "blob") so I
need a plain speaking person to tell me what I did wrong. This is a new
computer so I'm trying to get my email to come directly into the MS Outlook
(Express 6) on MS Office 2003. Right now the new email is still in the
Internet Explorer Webmail Bellsouth. POP3: mail.bellsouth.net ISP:
mail.bellsouth.net According to the
Wizard, I have successfully opened a new email account. Why do I still need
to go to the web to get the mail?

Click Tools > Options.
Click the Mail Setup tab.
Click Send/Receive.
Make selections about how often to download messages.

Also, check to make sure you have done this:

Click Tools > E-mail Accounts.
Under E-mail, select View of change existing e-mail accounts and click
Next.
Select your e-mail account and click Change.
Check that all the fields have the correct information and then click
Test Account Settings. Wait for the results (you should see them).
Click Next.
Click Finish.
