How do I delete files in .cab (cabinet) files?

Hi! :)

I'm trying to remove all unneeded sound files from my comp (anything that's
not a game or my mp3's). Some of them are in .cab (cabinet) files. When I
try to delete them, nothing happens. It's as if I didn't touch the delete
key. I can delete the .cab files, but that would also delete hundreds of
files in the cab files that may be system files. The cab files in question
are at

C:\WINDOWS\Driver Cache\i386\driver.cab
C:\I386\DRIVER.CAB
C:\I386\MMSSETUP.CAB
C:\WINDOWS\pchealth\helpctr\PackageStore\package_3.cab

Why do they make 'em like that? I can see stopping people from deleting
important files like dll's but deleting wav's couldn't hurt anything.
