HELP!!! Unable to play DVDs within XP PRO

Ok I think Ive tried everything.. Im going crazy. This system at one point
was able to play DVDs.
I can't get media player 9 to play DVD's, nor can I get my PowerDVD to play
DVDs.
What I got.........
Windows XPpro SP1
Saphire RADEON 9600 Atlantis
2 DVD drives a DVD burner and simple ROM. Both are LG.

Media player 9 gives me an error along the lines of..
Windows Media Player is currently unable to play DVD video. Try decreasing
the number of colors displayed on your monitor or decreasing the screen
resolution. For additional solutions, click More Information to access the
DVD Troubleshooter.

PowerDVD doesnt seem to do anything .. no error . .nadda..

When Installing the ATI Media Center it gives me the error .. NO ATI DVD
decoder available/found...
This causes the software not to instal the DVD playback portion. That right
there gives me the hint something is very wrong.

Ive tried the following..
Updated my Radeon Catalyst Drivers.. also DAO
ReInstalled ATI Media Center.
Also re-installed Media player.
Also DirectX
Changing Res to 800x600 .. no dif..
Colour depth down to 16bit . nothing.
Reduced video hardware performance .. nothing..

When I run dvdupgrd /detect I get ..

Ive tried pretty much everything on that site .. nothing.
I have not approached ATI as of yet ..
