Help and Support.........GONE!!!

I hope someone can help me out there. I cannot access Help and Support on my
desktop Start menu. When I click on Help and Support on my Windows XP op a
window box pops up that says "Windows cannot find 'helpctr.exe' Make sure
you typed the name correctly, and then try again. To search for a file,
click the Start button, and then click Search".
Is there a way I can get Help and Support back?
I tried System Restore but it didn't work.
