gifs and jpgs

When my email loads and when a web page loads my jpgs and gifs are not loading completely. An Html email with gifs that are links just shows a red x same thing on a lot of web pages. This problem has just recently started. Any thoughts on why this is happenning and anything that I can do to correct the problem.

Are you using Outlook Express? Images are not downloaded automatically (in a
bit to protect your identity).

No, I am using Incredimail for my email but this problem occurs throughout the software that I run. Doesn't matter if I am in my email prgram or Internet Explorer searching a web site. I have had this problem before and unfortunately I do not remember the answer
I also Use Mozilla as a browser and it even happens there on occasion
